Fix: smiley.agent.md var dobbelt-UTF-8-encodet siden oprettelsen
29 mojibake-sekvenser (em-dashes og specialtegn laest som cp1252 og gen-gemt som UTF-8). Filen har shippet korrupt til alle projekter via setup siden juni. Repareret ved cp1252->utf-8-reversering; indholdet er uaendret semantisk. Aarsagen er den fejlklasse, setup-agenten nu forbyder: artefakter fetchet via strengindhold i stedet for raa bytes.
